In spite of the pessimistic conclusions that must be drawn from these statistics on the whole, the changes that had taken place are significant. The Negroes and the Mulattos had succeeded in obtaining reliable sources of earnings, regardless of the employment situation in which those earnings were obtained. This enabled them to integrate themselves into the employment structure, creating, thereby, a situation favorable to the gradual acquisition of the social techniques formerly the monopoly of the white people. Moreover, the Negroes and the Mulattos had simultaneously reached a level, as regards the classification of occupations and competition with the white man, that opened to them certain possibilities of vertical mobility from the sociological standpoint. ‘A part of the system’, the Negroes and Mulattos could struggle to elevate themselves, to improve their position in the system. Although still not very strong, the colored elite or the colored middle class stood forth as a new reality and would have a chance to increase continuously if socioeconomic conditions continued as they were.
